Hakkari Üniversitesi

Hakkari University is a Turkish public university located in Hakkari Province in Eastern Anatolia. It was officially established on May 22, 2008, by Law No. 5765 (Article 99), which granted it legal personality as an independent university.  

The official website explains that the university began with an academic structure that included transferred/institutional colleges such as the College of Economics and Administrative Sciences, the College of Engineering, and the College of Education (transferred from Van Yüzüncü Yıl University). It later expanded by establishing the College of Theology, the College of Fine Arts, and the School of Foreign Languages through official decisions published in the Official Gazette during 2011. The College of Health Sciences was added by presidential decree in 2020, and the College of Sports Sciences was established by presidential decree in 2022.

The university has a clear system for communicating with international students through the “International Students Coordination Office” and annual admission announcements that include the calendar, available seats, accepted tests, selection criteria, and sending the “Acceptance Letter” via email.

What are the accepted exams and required grades for admission to Hakkari University?

The university adopts a flexible policy in accepting international students, and the priorities are as follows:

Unified YÖS Exam (TR-YÖS):

  • Minimum: 50% of the total points.

International Certificates

  • The SAT I test requires a minimum total score of 1000/1600 plus at least 400/800 in mathematics.
  • The ACT test requires a minimum score in mathematics and science, and a total score of at least 20/36.
  • The International Baccalaureate (IB) requires a minimum score of at least 24/42.

National Certificate - according to each country:

  • Jordan and Palestine (Tawjihi): Minimum 70 out of 100.
  • Syria (General Secondary Certificate): A minimum of 150 out of 240 in the field related to the specialization.
  • Iraq (Al Edadiah): A minimum of 60 out of 120 in the field related to the specialization.
  • Libya (Baccalaureate): A minimum of 168 out of 240 in both the scientific and literary tracks, according to the approved text.
  • Lebanon (Baccalaureate Libanais): A minimum average of 13 out of 20 or 65 out of 100 in the test related to the specialization.

Other accredited certificates:

  • Abitur: Maximum 4.
  • Matura: Maximum 4.
  • Gaokao (China): Minimum 400 out of 750 in the type of points related to the specialization.
  • TQDK (Azerbaijan): Minimum 500 out of 700.
  • The overall high school average: not less than 60%.
  • YKS (TYT/AYT) within Türkiye: The result must be equal to or higher than the minimum grade of the previous year for the desired program.

What documents and papers are required to apply to Hakkari University?

Essential documents required:

The following is a list of “final registration documents” as they appeared in the 2025–2026 announcement, which are essentially the same documents that are usually required to be copied during the online application phase, and then the originals are submitted upon completion of registration:


  • Original high school diploma, plus a certified Turkish translation from a notary public or Turkish consulates.
  • The equivalence document (Denklik) for the high school diploma is issued by the competent Turkish authorities, such as the Education Attaché, the Education Advisory, or the Ministry of Education.
  • A transcript or GPA document (Transcript), in addition to a certified Turkish translation.
  • A document showing the result of the exam on which the application was based (TR-YÖS – SAT – ACT …), in addition to a certified Turkish translation.
  • A foreign language proficiency certificate, if available.
  • Turkish language proficiency certificate, if available.
  • Student visa (Student Visa – Öğrenim Vizesi) according to the instructions and guidelines approved by the university.
  • Passport or valid official ID, plus a certified Turkish translation
  • A bank receipt proving payment of tuition fees or required fees, as will be announced later.
  • Five recent personal photos.
  • Proof of financial capability or a financial undertaking, which is an official or notarized document showing that the student has an income or resource that exceeds the minimum that enables him to continue his studies, noting that the value of the “financial guarantee” is announced annually on the official website of the university.

Additional documents (for postgraduate studies or specialized fields)

The following is a list of the "official documents" required for graduate programs, according to the Graduate Institute's announcement for the Spring 2025–2026 semester, which is an officially published announcement and is relied upon for academic publication and citation:

PhD – Sample Documents and Basic Requirements

  • Master's degree certificate, or a temporary graduation certificate, or a graduation certificate extracted from the e-Devlet system.
  • Master's degree certificate, with the explicit requirement that the grade must be no less than 70 out of 100.
  • The ALES test must have a minimum score of 55, and the result must be valid for no more than five years.
  • A foreign language certificate such as YDS or equivalent, with a minimum score of 55, and a maximum validity of five years.
  • For those who obtained their qualifications from outside Türkiye: the equivalence document Denklik, in addition to a certified Turkish translation of both the certificate and the transcript.
  • Depending on the case: Documents related to military service for male holders of Turkish citizenship, and similar official documents.

Master's degree with thesis (Tezli Yüksek Lisans)

  • Bachelor's degree certificate or official graduation document, in addition to the university transcript.
  • ALES test with a minimum score of 55, taking into account the specified validity period of five years.
  • For those who obtained their certificates from outside Türkiye: an equivalence document (Denklik), in addition to a certified Turkish translation of the academic qualification.

What are the official application deadlines and selection criteria for Hakkari University?

First: International Admission (Diploma/Bachelor's) – Latest Official Calendar Published (2025–2026)

  • Online application period: June 30, 2025 – July 14, 2025.
  • Application evaluation: July 15, 2025 – July 20, 2025.
  • Announcement of accepted applicants (first round): July 21, 2025.
  • Sending acceptance letters: July 25, 2025.
  • Final registration for accepted applicants (first round): July 28, 2025 – August 15, 2025.
  • Filling the reserve list for vacancies: August 18, 2025.
  • Announcement/Send Reserve Acceptance: August 20, 2025.
  • Final registration for the reserve list: August 25, 2025 – September 5, 2025.

Second: The selection mechanism ​

  • Applicants are entitled to choose a maximum of five programs.
  • The International Students Committee undertakes the initial auditing, evaluation, and selection phases, followed by the official announcement of the results.
  • The exam scores listed in Table-1 are converted to a scale of 100, with the highest score being considered as 100, and then the selection is completed based on the high school graduation score.
  • In the event of a tie in points between applicants, priority is given to the youngest, then to the most recent high school graduate.
  • The “nationality diversity” rule is applied, so that the percentage of accepted students from one nationality in a single academic unit does not exceed 20 percent of the total seats of international students for that unit. If there are still vacant seats, they can be filled without adhering to this rule.
  • The university is not obligated to fill all available seats, and meeting the requirements does not automatically guarantee acceptance.
  • The acceptance letter is sent to the email address provided by the student in the application.

Third: Dates and procedures for postgraduate studies (for those interested in Master's/PhD)

  • Application period: From December 15, 2025 to December 26, 2025.
  • Announcement of preliminary assessment results: January 7, 2026.
  • Scientific Entrance Examination (Bilim Sınavı): January 12, 2026.
  • Final results will be announced on January 19, 2026.

Assessment Methodology – Approved Summary

  • In the “initial assessment” stage, applicants are usually ranked by calculating 50 percent of the ALES test score, plus 50 percent of the academic average (Bachelor’s or Master’s), and then no more than three times the number of available seats are called for the test or interview.
  • In the “final evaluation” stage of doctoral programs, the calculation is based on the following percentages: 50 percent for the ALES score, in addition to 30 percent for the master’s degree average, in addition to 20 percent for the result of the interview or test, with the requirement of an overall passing threshold of no less than 70 out of 100.
  • In the “final evaluation” stage of master’s programs, the following percentages are calculated: 50 percent for the ALES score, plus 30 percent for the bachelor’s degree average, plus 20 percent for the interview or test result, with a minimum overall passing score of 60 out of 100.
